<image:title>Home - How will Producer Responsibility work in Colorado?</image:title>
<image:caption>Colorado’s Producer Responsibility policy requires companies (“Producers”) to fund and manage programs that ensure the paper and packaging they supply to consumers are collected and recycled responsibly. EPR shifts the responsibility for the funding of collection, recycling and end-of-life management for paper and packaging from local governments and taxpayers to the producer. Under Colorado’s law, producers pay dues that fund the costs of collection, sortation, and processing of packaging and paper; education and outreach; infrastructure improvements, and end-market verification and development. Due structures can incentivize producers to make packaging design choices that minimize waste and environmental impacts and improve recyclability, among other benefits.</image:caption>

<image:title>The role of local governments under the Producer Responsibility program</image:title>
<image:caption>Communities lacking recycling infrastructure During the first year of Program implementation, the PRO will seek to identify potential service gaps in collection, post-collection, and end market development. The organization will collect data and then establish a detailed policy and evaluation process for grants. Based on the resulting gaps, the PRO may begin addressing these gaps through the System Development Fund on an annual basis after the program’s first year. See the ways to get involved to prepare your community for this new program.</image:caption>
